Although the voting on that day made a definitive damages ruling, the members disagreed. Three members of the six members supported the dumping case. Two members, including the committee, voted against the motion. There was also one. The committee members found that there were dumping facts in mainland manufacturers, but they did not support anti-dumping duties on Taiwan manufacturers.

According to statistics, the United States imported ribbons worth 13 million U.S. dollars and 33.9 million U.S. dollars from mainland China and Taiwan last year.

According to relevant US procedures, the Ministry of Commerce ruled mainly on whether dumping occurred and the proportion of dumping; the US International Trade Commission ruled mainly on whether it caused damage to U.S. industry. If both parties finally rule that the foreign goods are dumped, the Ministry of Commerce can order the customs to impose sanctions on the relevant products.
