U.S. final ruling on anti-dumping duties on mainland and Taiwan ribbons

The U.S. International Trade Commission made a final ruling on the 12th and decided to use the narrow woven ribbons made in mainland China and Taiwan to dump at below-market prices in the United States, causing substantial damage to relevant U.S. industries. The ruling officially imposed anti-dumping duties of up to about 234% on related businesses in China and Taiwan.

According to the affirmative damage final ruling of the US International Trade Commission, the US Department of Commerce will formally issue anti-dumping measures to related companies across the Straits. According to the ruling of the US Department of Commerce on July 13, except for a tax rate of one mainland Chinese manufacturer that is zero, the tax rate levied on other mainland manufacturers is between 115.70% and 234.40%; and the tax rate on Taiwan-related manufacturers will be levied. It is much lower, and the highest anti-dumping tax rate imposed is only 4.54%.

Although the voting on that day made a definitive damages ruling, the members disagreed. Three members of the six members supported the dumping case. Two members, including the committee, voted against the motion. There was also one. The committee members found that there were dumping facts in mainland manufacturers, but they did not support anti-dumping duties on Taiwan manufacturers.

According to statistics, the United States imported ribbons worth 13 million U.S. dollars and 33.9 million U.S. dollars from mainland China and Taiwan last year.

According to relevant US procedures, the Ministry of Commerce ruled mainly on whether dumping occurred and the proportion of dumping; the US International Trade Commission ruled mainly on whether it caused damage to U.S. industry. If both parties finally rule that the foreign goods are dumped, the Ministry of Commerce can order the customs to impose sanctions on the relevant products.

Affected by the financial crisis, the US economy has continued to slump, leading to the rise of domestic trade protectionism. Coupled with political factors such as the imminence of Congress’s midterm elections, the United States has frequently implemented trade remedy measures against Chinese products. With regard to trade protectionism in the United States, China has repeatedly and solemnly negotiated, and demands that the United States abide by the consensus reached by both sides, oppose trade protectionism, and jointly deal with the financial crisis.
