Why "Yanghegong" sells in Yangtze River Delta Garment Processing Factory (I) In the context of the “shortage of rural workers” in China, civilians in some Southeast Asian countries have entered China’s illegal employment through various underground channels. The author's investigation found that after the Pearl River Delta, the economically developed Yangtze River Delta region will become the preferred place for Nuggets. Behind it, it reflects the imminent transformation and upgrading of SMEs.

Colleagues are actually "foreigners"

"I did not expect that I would go to work with a group of 'foreigners' every day!" Xiao Li was an employee of a textile factory in Zhuji. He talked about the "black worker" incident that occurred in the factory some time ago. She said that she was 23 years old. "It was the first time I heard that foreigners had come to work in China."

Xiao Li grew up in rural Jiangxi and has been working for two years. The "Laowai" in his eyes is a group of Vietnamese workers. "Most of them do not understand Chinese, they do not speak Chinese or English, and they only make simple gestures."

There are 28 Vietnamese workers who can only make simple gestures. They rarely communicate with outsiders. The textile factory has nearly 400 employees. This group of “foreigners” lives in their “tribe” and receives monthly payments. More than 1,000 yuan in salary.

Among these "foreigners," Wei Wentong is the only one who can speak Chinese. Wei Wentong, who is 21 years old this year, illegally infiltrated China from the China-Vietnam border through his friends a year ago and worked in private enterprises in Guangxi and Guangdong. In early May of this year, Wei Wentong returned to his hometown in Vietnam. At the end of the month, he and his fellow countrymen went to work in the Zhuji textile factory.

A few days ago, 28 “foreigners” such as Wei Wentong emerged in the special campaign to rectify the “three nons” (illegal entry, illegal residence, and illegal employment) organized and organized by relevant departments of Zhuji City. “When I work in China, I earn more than RMB 900 per month. We like it very much.” At the time of the survey, Wei Wentong said, “In Vietnam, doing the same job can only make up to *** 400 per month. Yuan, so many people in our country hope to work in China."

The risk of taking advantage of the difficulty lies in the fact that it is difficult to talk about the illegal employment of laborers. Xiao Yang, the general manager of the textile factory, said that because he could not recruit domestic workers, he would not do anything.

It is understood that Yang’s textile mills are small and medium-sized enterprises in the local area. Due to insufficient investment in equipment reform and technological innovation, the same number of products are produced. Compared with other large-scale enterprises, the factory needs more workers. Therefore, under the background of the migrant workers' shortage, the problem of “recruitment difficulties” of the textile factory became more obvious.

“We have a lot of foreign trade orders. Every time foreign buyers place orders, we have to ask for quantities. If there is a large amount, we don’t pick them up.” Yang said that due to the lack of workers, many local factories like them “restrict orders. "At the same time, many machines are idle.

At the end of May this year, when Yang was talking about business in Vietnam, local labor agency companies said that the Vietnamese workers’ salary was low. “At that time, we were just in a hurry to hire people and we moved to hire Vietnamese people and bring back jobs in the factory,” said Yang.

According to reports, hundreds of people came to the scene when Vietnamese agency companies sent out recruitment news. Due to concerns about the legitimacy of these workers' work in the country, Yang selected 28 candidates from the applicants and obtained a one-month tourist visa for them to enter the territory of China in the name of tourism.

“In the past, we went to foreign countries to work and do business. Now that foreigners have all worked in China, it shows that the Chinese economy has indeed developed very rapidly these years,” said Yang. However, not long afterwards, the relevant departments came to the door, in addition to the 28 "foreigners" all sent abroad, but also the factory administrative penalty more than 20,000 yuan.

“Irish Workers” Fought in the Yangtze River Delta In the financial crisis of 2008, some export-oriented enterprises suffered heavy blows, some companies went bankrupt, and foreign workers were forced to go home. With the warming of the external environment, local economic production has been busy again last year, and “difficulties in recruiting workers” and “migrant labor shortages” are frequent. As a result, many Vietnamese and Burmese workers entered the country.

In June 2009, Shaoxing County investigated and dealt with two illegal “Irish workers”; in April of this year, four Burmese workers went to socks factories in Zhuji and made socks. In mid-June, they were all deported by relevant departments.

The four Burmese “Irishikos” said in an investigation: “Our home can only earn ten dollars a month, so many of our fellow countrymen think of working in China and hundreds of people have already arrived. This time, dozens of people have stolen over them. Most of them are working in the area of Jiangsu and Zhejiang."

It is understood that "Irish Workers" appeared in the Pearl River Delta many years ago. In Guangdong, Zhuhai, Guangzhou and other places, "Irish Black Workers" is the phenomenon of many SMEs in the dark. In recent years, with the rapid development of labor-intensive economies such as textiles, machinery, and hardware, the Yangtze River Delta has become a new target for “blacksmithing” gold rush.

But in the end how many "black workers"? The relevant department stated that since the “Irish workers” are used in secret, the overall data is difficult to count. "But from recent inspections, individual small businesses have seen an increase in the employment of 'blacksmiths'," the relevant staff said.

This statement was confirmed by Yang. “The Vietnam-based labor agency companies that came into contact with me were very small, but they exported more than 400 people to China each year. In the past, they mainly went to the Guangdong region, but now they have gone to the Yangtze River Delta.”
